And there are only 3 people in the union with permission to know what that list is. Sounds pretty open to me.
Episode 6 of the Engage podcast reveals that they don't always implement the "secret 28" and it's up to the union to catch them in the 24 hour (or less) review of the bid packages. And only 3 people know what they are looking for. Those people have higher level positions so I doubt they have the time for an "in the weeds" investigation during that time.
