I think the RCC needs a bucket of credit. I don’t know the right number, but perhaps it’s 5%. Let the optimizer do its thing with the buffers the company says it needs, and with the buffers agreed to through the Fatigue committee. Then implement RCC inputs up to the increased threshold of allowable changes to increase credit and accommodate the inputs each category has collected from its surveys.
