Argus Wyvern and the insurance requirements determine the hiring mins for the larger 135s. If a guy or gal wants to work for a regional and do that type of industry work, then pay shouldn’t influence them either way. 135 is more work for less money, but IMO more rewarding. I realize that’s a minority opinion.
I passed on recall to USAirways because I was a Captain at NetJets and really enjoyed that kind of flying. I almost always saw a new airport each 5-7 day tour. In the long run I think I made more $$ working there. It wasn't until my last few years there I could have made as much or more at USAirways. A lot more work than just making the left turn into the cockpit but it was also a lot more interesting and challenging.
