The problem with this line of thinking is that you may not be qualified if we get significant pay and QOL improvements, and then the floodgates of applicants open up (highly unlikely but you never know). I applied to Allegiant in 2016 right after their new contract passed with serious pay increases, and was given the TBNT. My friends with similar times who applied a few months prior to then got the job.
Nothing in this industry is ever guaranteed, and the music could stop next week. I'm not typing all of this to say you should apply here, but at least take that into consideration. From the looks of it you're starting at Envoy soon, and barring some kind of black swan economic event you're probably way better off over there. But if you were thinking of applying because you live near a non-legacy domicile like MCO and would prefer driving to work for the rest of your career, then it wouldn't be incredibly intelligent to wait and "see what happens."
Hanging out at the regionals while waiting for pay raises at your target career destination is the most dangerous game.
