I think just because you have 1000 SIC it doesn't mean you are ready to upgrade. A lot of FOs also don't want to risk a jeopardy event and force themselves to be here for 2 extra years when they're getting hired at LCC and ULCC right off the bat. I guess we'll see how many less than 2500 hr total CAs Republic will get
