Yes, this is why WB A postings on an AE are so important across the list. It can open up seats in almost every category if there are enough positions to fill. Example:

7ER A bids 350A
737A bids 7ERA
330B bids 737A (and instantly regrets it)
717A bids 330B
320B bids 717A
Some recent hire NYC 320B gets 320B in a better base
Vacated NYC 320B gets offered to future new hires.

There are tons of second order effect like this chain where 1 spot open at the top gives many people the chance. My example doesn't even include people just transferring bases from say NYC 330 - ATL 330.
