The snapshot has been discussed in numerous SIG articles including just a couple of months ago. The contract implies when lines are awarded and the SWW opens in section 25. It is after view/add closes. That is when line is snapshotted and what they anticipate in the SWW. And if an individual had a question I bet a DART would answer it or wait a week on an Insite report. Youre constantly assuming things. I'm well aware of what the snapshot is and how it works. Again not the point. The point is there is no language for it in the contract and it's application abrogates other sections of the contract. CE the SIG et al are all aware that this isn't in the contract which is why they are briefing everyone on it. DART responses not withstanding this is an unfulfilled section of the current agreement.
