Measuring testosterone levels is a tricky one. It can vary greatly depending on what time of the day you get your blood drawn (supposed to be fasted and before 9am IIRC). Also make sure you are testing for total t, free t, and SHBG to get the big picture. Most run of the mill general physicians don't look too in depth into this issue like they should, and the normal range of total test is extremely broad which adds to the confusion.

There are online clinics specializing in men's health that will send you to a local lab and review your bloodwork to address any deficiencies. For instance, you could be deficient in vitamin D and that might be the culprit of what you're feeling.
