Not only that you can commute in on your SC time, you can also call skeds and get released to commute home with 2hrs left in the 9hr window, so a SC can just mean go to base for 5or so hours for the day if you get a SC window that is commutable.
Ive spent many hours staring out the window of the JFK and LGA Skyclubs with this exact arrangement.
