It absolutely can be both, which is effectively what we have now.

IF they staff the airline properly then rolling thunder/banked PB’s cease to exist (both are anomalies historically speaking.) In this case reserves will fly on reserve days, the way nature intended, and far fewer GS’s will go out to anyone, REG or RES. The upside is much better scheduling flexibility re blue days for drops/swaps/etc.

IF they choose not to staff the airline properly they can pay for it by bleeding green. This is the current situation.

We do not have to give up PB days to have a properly staffed airline, and I would argue that doing so would allow them to just cut even further.

Short staffing is a management decision. Let them solve if if they wish by staffing the airline properly. No need for concessions.
