Of course it's a vote. A vote by your actions and all the crew force decides based on their crew position. Some vote along party lines (never pick up DPs or always pickup DPs) and others take a strong look at the candidates. It is not a vote in the traditional sense if 1 person can overrule the opinion of 100 people. If that were the case we would never have a winner.
As for your
analogy. Lets say the company wants to fly EWR-BOS-IND with scheduled 2.5 hour turns and a 10 hour duty day. In reallty it ends up 13 hour duty days. The SIG disputes it and no one picks it up. Next month the company slaps a 48 hour layover and DH on each end. The sequence gets picked up everytime. The dispute is lost. Guess what happens to those deadheads and layovers two months down the road.
