Im not exactly sure what you are asking. You can use 2022 Banked PB days to drop rotations in Jan, Feb, and March 2023 by submitting a PD/APD, then call CS once awarded to place 2022 Banked PB days on the days desired for said PD/APD. Does that help?
Otherwise, banked PB days automatically convert to Supp Vacation days and attached to vacation weeks with vacation bidding in Jan/Feb.
