Barring any other illegalities concerning block time etc, you can swap with pot trip B for A (holiday rules do not matter). Trips do not have to touch or overlap in any way.

You can even trade into a longer day trip if you need an extra days to make the negative reserve coverage shortfall work, ie the total days of trip net reserve coverage is all the "swap with the pot" computer looks at.
Every day has to be more negative than the trip you are trading from, so that +4 day would scuttle that swap since it applies to holiday rules. 23 V 5 b.

Cumulative is only if a day doesn't touch an APD holiday period listed in 23 I 10 a. Exception.

If it does touch one of those 36 days, including if it duties off after midnight but before 2am, every day of that trip or multiple trips you are trying to drop that is negative reserves has to have a day you are picking up that is more negative than that day. If you are trying to drop 2 different 3 day trips, 1 touching a holiday, it would potentially be denied if every day was negative unless you were picking up 6 days of even worse coverage.
