Yes. Because pilots eventually move between aircraft. And aircraft are added or subtracted from bases. This is the carrot.
Seems logical. They don’t go to United now since they don’t have to commute but they would go to United for the opportunity to commute in the future, but only if they retain the ability to drive to work now in a base they may not be able to hold.
