The devil will be in the details, but this doesn't say that Delta's per diem will be the government rate, it says it will be "tied" to the government rate. I read this as they will negotiate a per diem rate like every other airline has (i.e. $3.25 per hour TAFB) but then will index to the government per diem rate. Government per diem rate goes up 5%, their negotiated per diem will go up 5%. Maybe I'm wrong, and you're reading it correctly. I guess we'll know when the actual language appears.
I hope it is tied to the government rate. Otherwise our international perdiem would go down. For domestic, it would go up. Then they can tie it to the government rate.
