Actually, the toilets flush just fine without the APU running (on the Bus). Thats a separate pump. However, if you want to wash your hands without bleed air pressure, then you had better not pee on your hands!! ;-)
Also none of this is a problem at all if you don’t strip the airplane of every single optional item (ie brake fans, electric pumps for the water) to save 30 pounds.
