Exactly, this would be negotiating in bad faith on behalf of the union. The big difference here between 2118 and 357 is that one is a regional where it is actively known that pilots most often use them as a "stepping stone" and the other is ~allegedly~ a career destination where the hope is to attract pilots who will stay until they retire.
