I've met one LCA who refused to release a pilot until both FO's were at the gate. I was local and it was bad enough, but I'd be livid if i had had to commute in just for this guy to prove a point.
It's not up to LCA's anymore unless a it's a SAQ. We have no input.
Also, if it's TOE everyone has to sign-in.
