I'm aware of how the PWA reads. I'm relaying what happens in the real world and how it's been handled for at least the past 6 months. The LCA has nothing to do with the process, unless it's a SAQ.
As a courtesy, I always check the night before and kindly remind CS to release the FO if it hasn't been accomplished yet. Sometimes there are "paperwork issues."
I see what you are pointing out but the PWA controls. So LCA are supposed to do it unless ALPA has agreed to another method. Now my LCA friends tell me they are told not to release FO's. For years scheduling released FO's, and if they did not, the LCA did it. Now mgmt has decided not to allow LCA to do it, and that is a PWA violation.
