Prior to UPA2012, LCAL (to my understanding) did not have any sort of FSB. But I do believe we had "looser" Reassignment rules.
It’s been a long time ago, but at LCAL I’m pretty sure that FSB was in the contract, but it was hardly ever used. The lack of reassignment rules negated the need. We were all on reserve once the trip started ……. And it sucked.
