To answer your question, the 43% figure is for flight sequences that exceed the 13:30 duty day limit (not just block in late.)

The purpose of disputing it is that this error rate level is pretty high, and worth doing something about. Unless you're OK with routinely working 15 hour days for the length of your trip.

If the company had this percentage of late deliveries on P1 shipments, bluejuice, we'd all be out looking for new jobs.
