I'll buy the argument that Silver Slips provide a disincentive to White Slip trips in open time. That's not why the company woukd offer SSs. I just don't understand the circumstances under which the company would offer SSs, other than the previously discussed scenarios in which the company tries to prevent RES Green Slips.

The whole combination is interesting. First there is holiday pay, then there is the option of premium pbs trips, then silver slips.
Silver slips could end up being put on pairings that the company has emphasis on such as charters or maybe it's like monthly blank lines and they never offer them. The greenslips that tend to go out now will easily be inside thy new long call window so saving reserves doesn't seem like it'd help too much. What I can see though is that if they do offer them on any type of regular basis it sure makes white slipping seem silly.
