Generally ... unless the affected pilot was due a RES green slip. For example, instead of flying a 3-day GS with associated 3+ PB days, he gets pay/no credit (yay!), but then gets flown on his LC days which would have been PB days, which affect reserve coverage, which means less premium for line holders and reserve during those affected days.
Saw this last summer with the 23.M.7 debacle. I speculate that there were 100's of PB days the company got out of by not following the coverage ladder.
But, yes, generally I agree 23.M.7 means more pay for the same amount of flying.
