Not just interview based, but you've got to pass management vetting. All aircraft commanders can do now is submit names of prospective captains they've interviewed and want to hire and wait on management to give a 'yay' or 'nay'. Cleveland makes the final call on every single pilot in the program, and they won't tell a commander what the reason behind a 'nay' is if they come back with them.
