I’m all for some sort of positive space commuting, but it should be something for everyone. Someone mentioned miles, or keep it simple and give everyone “X” amount of positive space passes per year. Using negotiating capital for commuters alone is unfair. And yes, I’ve commuted and I know it sucks.
Living in base is a choice.
Okay, I'm poking here, even though it seriously is.
The suggestion above actually seems fair enough. Or, give positive space to commuters and make all open time pickups pay premium, and pilots in-base should be pretty happy, too.
