It is a complex problem which requires a complex solution, but for those that are longtime FOs (i.e., for some reason don't like change), if you can successfully get them to upgrade, do they become longtime CAs? Which helps alleviate the problem in the long run.
Or... they can start their own 135 operation, replace some 121 flying with 135 flying, and get FOs the hours required to upgrade without needing to retain captains. There will always be a supply of age 65+ pilots who won't mind continuing to ***** themselves out for cash, and there will always be a supply of FOs at the 135 operation ready to bail to the 121 operation.
It sucks for the FOs currently on property or in the pipeline at the 121 operation, but it's a problem that SGU is currently solving outside OO.
