Let’s say someone upgrades from SEA330B to NYC73NA - a new hire can’t get SEA330B without it first being offered on a subsequent AE.
Does it have to be a posted vacancy though? What about a secondary vacancy that no one bid so they couldn't back fill it? Isn't that why you should always bid what you want no matter what?
