The simple answer is that any such parachute system would add an immense amount of complexity and weight to the aircraft. Even if the airlines weren't so eager to save a nickel on safety as they are today, it would be prohibitive.
You can bet your bottom dollar that I would NEVER deploy one on an airliner that I am flying. I like my odds much better gliding it in... better yet how bout some memory items?!, CONT IGN: ON, AIRSPEED: 240KIAS minimum for engine relight.
