I've heard they extend offers to people with contingents. In your case it would be contingent upon getting an RATP on your own time.
MTC doesn't hurt but it will be at the chief's discretion who you meet 1-1 with if they give you an interview invite. If they do, make sure you rock it and have an outlined plan of how you're going to move forward to get your RATP asap.
