That may be true in the regional world, but not here. The committees which have the work level to justify fpl, get it. Everything done by scheduling, training, r&i, comm, contract admin, etc is done by people on fpl. There certainly is work that exceeds fpl, and that is done on true volunteer time. The smaller committees get as hoc fpl, and do much of their work while not receiving fpl.
I would say that there is work within DAL ALPA that is true volunteer, but not a majority. I would also say that most people who receive fpl do more work than would be required by the policy manual.
