The reason they cite for not opening the BOS 320 or 330 base is "training churn" - because it's a new base, anyone can bid it, even with a seat lock. Which is why they “open” the base with a whopping 25 positions, then wait the requisite # of days (can’t remember if it’s 60 or 90), then post the bulk of the positions in the category that is no longer “new” (and thus doesn’t break a seat lock). Minimizes the churn bigly.
