I saw it frequently enough at 9E.
I'd say about 10% of the captains didn't tip there. Not that it's an excuse, but for the most part, I chalked it up to lost decade bitterness. A lot of those same pilots tended to fly with a chip on their shoulder.
The few junior guys who didn't tip tended to be weirdos from the 2015/2016 hiring binge, when 9E really did hire anyone and everyone.
