the current projected LAX350B plug was hired early 2016 and has over 7,000 pilots junior to them company wide. With that said if the category expands significantly like some have said will that should change.
There have been unfilled ATL350B and DTW350B positions on recent AEs, although not many. This likely has more to do with a significant amount of pilots in the bottom 5,000 or so who currently have a seat lock and are unable to bid those positions.
I'm familiar with United's seat lock process but can you explain Delta's to me. At UA you can always bid to a higher pay scale (NB FO to WB FO....or WB FO to NB CA....etc etc) but not down....
