Depends who you are. They changed the rule so that you can (allegedly) flow within 4 months of hitting 1600 PIC time, guaranteed. The old terms were 2000 UAX time (reducible to 1500 if you did 500 PIC) but the flow was "we'll call you when we call you". They are also forcing people who previously used the 2000-no-PIC route to upgrade and do 500 hours of PIC.
If you were a senior FO with 1900 hours at C5 trying to ride it out in IAD without upgrading and being banished to IAH, you'd probably be pretty ****ed. If you were a captain with close to 1600 hours you would probably be elated because "you now qualify to flow at some point" just turned into "you will flow in the next few months".
There's a huge middle ground there and I'm curious how the rest of the pilot group feels
