Had this very issue today. 45 minutes late...Ops refuses to board the plane until 30 minutes prior to the delayed departure time EVEN THOUGH the reason for the delay (plane swap) was undone and we were ready to go.
Actually had the SoD on my phone ask to talk to the Ops Agent, the Agent said 'I don't have to talk to him' and walked away from the podium. Dispatch changed the time in FIFO and put the delay on Ops.
It's getting really, really bad out there.
