Actually it’s because they can’t get guys to upgrade to the left seat in their HCOL coastal bases so they opened up two new bases in LCOL areas with favorable taxes to incentivize people to upgrade.
But it is working as an applicant grab too, just look at the recent DL vs UA thread. The only reason that dude is considering UA over DL is the MCO base.
Favorable taxes, sure. But have you actually looked at the cost of living in those areas? And not just anywhere, but nicer neighborhoods with an easier drive to the airport? Not as cheap as you think.
