The “feds” never mandated it, the president made an executive order saying that if you want govt contracts you had to require it of your employees.
We all know that it was a de facto mandate since pretty much all large airlines have .gov contracts, and none were in a financial position to tell .gov to take their money and shove off at the time. Yes it was over-reach, and the system worked and it got tossed out. But airlines did have to react to it for a while, and they took different approaches.
If you're passionate about the subject and job hunting, might want to consider which airlines did what. For example:
AA handed out generous exemptions to all comers, effectively offering a work-around to the gov mandate.
AS did not mandate it on their own, and they slow-rolled the .gov mandate.
UA mandated it unilaterally, before .gov did.
