It's ONLY something you can leverage AFTER being hired AS A FULL TIME PILOT and exercising the SPECIFIC airlines contractual provisions. Even then, it can be based SOLEY on the staffing situation AT THE TIME.
Until the specific airline's app has the option of "Are you applying for the position of part time pilot or full time pilot", the answer is "NO".
