It’s not a glitch, sometimes people bid out, it creates a vacancy… then maybe decide to cancel that bid because BES isn’t shaping up how they like and the vacancy they created gets cancelled.
if there are 10 vacancies announced, 10 people are showing awarded that BES, but also showing 10 unfilled… that means 10 people who were in that BES have bid out to something else, thus creating secondary vacancies. The total vacancy for that BES is now 20.
