Wow, really? I was not aware of that. That is incomprehensible at first blush. There would have to be some compelling reasons to make that palatable for "the average man". Those still on property get to stuff more "retro" in their pockets(greed) but that doesn't make it right. At the very least, it will cause division politics going forward between those close to retirement and all the others.
