There was no cost associated to the Delta contract for PS because we already had that as part of the PWA. Maybe this is where your misunderstanding originates. The 7B "contract" over 4 years is 7B of INCREASED costs. Is it possible you misunderstood this? I admit it is never (usually never) adequately explained in media accounts of the new contract.
These are my tangible facts. Did you possibly misunderstand what the 7B "contract " represented?
