What are we calculating here? Straight regularly awarded line? I'm pretty sure that's not the case, at least not on the rate side. Work rules and soft money is where it's at.

Chaos pays and needs to pay. Incompetence needs to pay. Stupidity needs to pay. I was one of those that jumped the gun on others about rates without having looked at the soft money provisions. We are doing ourselves disservice by solely focusing on rates to determine value. Instead, we should also focus on capitalizing on the company's stupi... uhh... inefficiencies.
