If fairness is the issue why not implement it over a longer period? Say 4 years with the retirement age raised by 6 months each year. That way nobody gets a big windfall and any stagnation at the WB level is less severe.
It should be implemented at a reasonable and safe transition. >65 allowed to serve as SIC by 6 months each year. Then after 4 years if determined safe allow PIC age to increase 6 months per year for 4 years.
