Has not been my experience. A proffer accepted is no longer a proffer.
My understanding is that Y waives the proffer when >12 hours and N excludes the pilot from being given the proffer <12 hours.
One caveat that confuses many pilots is that this conversation only deals with trip covered with ARCOS. PCS certainly waives the proffer aspect on WS awards.
