If I'm understanding your question correctly... There is still a "window" for both the Acknowledge step (the first call), and the Accept step, I think it's down to 12 minutes.
You can decline at either step and not be on the hook for the trip. I've done it several times. In fact, if there are multiple trips in the batch, it will then call you a third time, for the "Accept" step on your second preference. Again, I've done it several times. I see no evidence any of the 'mechanization' of this has chanced with the recent developments.
