In base layovers are practically non-existent, usually resulting from a cancellation or reschedule and the company is obligated to get you a hotel even in base, which is an advantage to those who commute/long drive. The buyback in these situations is irrelevant as it would be too late to apply for the refund. So before casting that discount pilot judgement maybe send an email to your scheduling reps.
