Heres the deal, as a CFI who is leaving their student alone for other CFI's to sign them off for solo x/c's, the initial CFI should write in the endorsment if it is not provided by the logbook, and just leave the limitations, date, and other stuff blank.

That way, the CFI who signs the student off does not have to pull out 61-65E and copy down the endorsement word for word and do all the work.

Their is not too much responsibility for the CFI who sign's the student off, the sign off instructor just has to make sure the flight can be made VFR and within the limitations prescribed etc. If the student does something stupid, then the FAA may chat with the sign-off instructor, but they are really looking for who gave the X/C training (the initial cross country endorsement).

And of course the sign-off CFI has to check their 90 day solo endorsement, and their medical cert. for the appropriate sign-offs.
