Ultimately, anyone currently on the list can and will jump ahead of those guys, so I don't see why it's a threat. They will be on the bottom of reserve forever. Furthermore, because of the pipeline, anyone who was on the fence who wanted to bid CA can do so before any DEC type hires get activated.
Because it can force some new hires into the left seat (after they get the required time) that don't want be there or don't feel they'd be comfortable there even after 100 hours of OE. Could be a CUSS issue. And the they'll be deep frozen on that fleet. No way out.
