I wasn’t concerned with any specific congress; just what’s been coming to a head the last few months. I’m sure the idea for 65++ has been in people’s heads since the day 65 passed in ‘07.
As for tacking a bill on a larger bill as an amendment, that's pretty standard operating procedure in DC. It may be considered nefarious, but that's how the sausage is made in DC.
Agree; no dispute. But you generally get more hype for an idea with a standalone bill with a fancy name while amendments tend to get buried in committee briefs.
Do you have a quote from ALPA saying that Nehls did this because his brother is a WB CA? I haven't seen any statements from ALPA, just statements from individuals who oppose the change, attributing the origin of this to Nehls.
