In my opinion, as you state, these slides do indicate ICAO is looking at ways to mitigate threats due to expected age increases in the pilot age limitation. ICAO does predict the retirement age will increase to 68 by 2030. (Slide 8) This is the result of increasing life expectancy in member states.
Not it, but the ICAO one is similar in content.
Of course none of this really matters; as long as the pilot shortage becomes more acute, the powers that be will pull on the easiest quickest solution. No opinions expressed on these boards matter.
